The Quest for a 'New Deal': Opposition and the Global Poitical Order

The research project "The Quest for a New Deal. Opposition and the Global Political Order" was initiated in the summer 2010 and explores how normative orders respond to opposition. In the age of postnationalism, a dense web of global norms and institutions increasingly intrudes into what was previously regarded as the domaine réservé of nation-states. At the same time, the power-balance underlying the global political order is being unsettled, foreshadowing the turn towards a multi-polar system. These twin developments have generated a plurality of expectations regarding the the nature of the global political order and new conflicts have begun to emerge as a result.

In order to understand how the global normative order reacts (or should react) to these shifts we will compare five cases of opposition, in which we explore the self-perceptions of oppositional actors, their objectives, but also analyze to what extent their claims resonate with the institutions of global governance. Our prime hypothesis is that opposition radicalizes if it is not granted opportunities to make its dissent heard.
In addition to inquiring into how global governance institutions actually respond to opposition, we moreover pursue a normative research agenda, asking how these institutions should deal with opposition. We will thus reflect upon the theoretical foundations of opposition in democratic theory and explore whether these conceptions of the role of opposition in political systems are also applicable to the global realm.
