Development policy, development cooperation, international cooperation – even the terminology, which is often the subject of disputes, expresses different concepts, attitudes and expectations that are in need of examination. Is it a matter of promoting (Western) values such as democracy, peace and equality or is development cooperation (also) part of foreign trade policy? How are value conflicts handled? Can values and business be combined and what role does Germany play among the international actors? These questions will be discussed in the 14th Frankfurt Encounter by Tanja Gönner, spokeswoman for the Society for International Cooperation (GIZ), and Rainer Klump, Professor of Economics, in particular Economic Development and Integration, at the Goethe University Frankfurt.

Tanja Gönner, Born in 1969 in Sigmaringen, Baden-Württemberg, Tanja Gönner trained as a legal auxiliary (executive grade) in the judicial service. She then studied law at the Eberhard-Karls University, Tübingen. After passing the first and second state examinations, she was articled to the Ravensburg district court. In 1996 she joined a law firm and in 1999, having been admitted to the German bar, she became a partner, specialising in insolvency law (until 2004). Tanja Gönner embarked on her political career in 1986 in the Junge Union, the youth wing of the CDU, performing various functions at district, regional, state and federal level. She has been a member of the CDU since 1987, and among other things served on the federal executive board from 2000 until 2012. From 2002 until 2004 she was a member of the German Bundestag. In 2004 Tanja Gönner became Minister of Social Affairs of the state of Baden-Württemberg. In 2005, she took over at the helm of the Environment Ministry, where she remained until the beginning of 2010. From February 2010 until May 2011, Tanja Gönner was Minister for the Environment, Nature Protection and Transport of the state of Baden-Württemberg and from 2011 to 2012 she was a member of the state parliament of Baden-Württemberg. As part of her ministerial duties she took part in the international Climate Change Conferences in Poznan in 2008 and Copenhagen in 2009. Tanja Gönner was appointed Chair of the Management Board of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in July 2012.

Rainer Klump Professor Klump is the Chair of Economic Development and Integration at the Goethe University Frankfurt. He is Vizepräsident of the Goethe-University Frankfurt and he additionally serves as the scientific organizer of Hessen International Summer University (ISU) in Frankfurt, and operates the bi-national seminar series "European Studies". He is also the co-director of the interdisciplinary Wilhelm Merton Centre of European Integration and International Economics at the Goethe University. Professor Klump represents Goethe University at the Franco-German University. Furthermore Professor Klump is member and Principal Investigator of the Cluster of Excellence "The Formation of Normativ Orders"


Rebecca Caroline Schmidt studied law at the Goethe University and has been Scientific Manager of the Cluster of Excellence ‘The Formation of Normative Orders’ since the beginning of the second funding period on 1 November 2012. Prior to her appointment, she participated in a variety of university research projects both as researcher and coordinator.
