Panel II: Justification Narratives in International Negotiations

This panel will examine justification narratives from the perspective of political science. Dr. Pleuger has few rivals in his practical experience of justification narratives in international negotiations, whether it be in the run-up to the Iraq war or in the controversies surrounding Germany’s efforts to secure a permanent seat on the Security Council. The panel will open with a talk by Prof. Dr. Klaus Dieter Wolf. A commentary on Dr. Pleuger’s talk will be offered by Prof. Nicole Deitelhoff, who will deal with the normative effects of multilateral negotiations.

Introduction

Klaus Dieter WolfKlaus Dieter Wolf has been Professor of Political Science with a concentration on interna-tional relations at the Institute for Political Science at the TU Darmstadt since 1992 and is one of the Principal Investigators of the Cluster of Excellence ‘The Formation of Normative Orders’. Questions of the effectiveness and legitimacy of cross-border governance, particu-larly as regards the role of private actors, form the main focus of his research. Professor Wolf has been Head of Research Department at the Peace Research Institute Frankfurt since 2005 and has served as its Deputy Director since 2007. Die normativen Wirkungen multilateralen Verhandelns

Gunther PleugerGunter Pleuger studied law in Cologne and Bonn and political science at the ENA in Paris. He obtained his doctorate in law in 1966. In 1969 he entered the diplomatic service and the following year was posted to Germany’s UN delegation in New York. Following a series of positions, among others as director of the human rights department in the German Foreign Ministry and from 1998 to 2002 as state secretary, in 2002 he became head of the German delegation to the UN. There he represented Germany, among other things in the Security Council, of which Germany was a non-permanent member from 2003 to 2004. In autumn 2000, he was the German chief negotiator at the EU conference in Nice. Pleuger became known to a wider public in the context of the controversies over the Iraq conflict because he represented the position of Germany, which held the Chair of the UN Security Council at this time, in numerous deliberations of the Security Council. More recently he played an active role, in cooperation with the other so-called G4 states, in promoting reforms of the United Nations while at the same time putting Germany’s case for a seat on the Security Council. On July 9, 2008, the senate of the European University Viadrina elected Gunter Pleuger as the president of the university. On October 1, 2008, he succeeded Gesine Schwan in this position.

Nicole DeitelhoffNicole Deitelhoff, born in 1974, studied political science, law and economics at the TU Darm-stadt and received an MA in political science from the State University of New York at Buf-falo. In 2004, she obtained a doctorate from the TU Darmstadt with a dissertation on persua-sion processes in international politics. She subsequently held positions at the Peace Re-search Institute Frankfurt and at the Center for Interdisciplinary Studies in Technology at the TU Darmstadt. In 2008, Deitelhoff held a visiting professorship at the Institute for Intercultural and International Studies at the University of Bremen and, concurrently, a research profes-sorship at its Collaborative Research Center ‘Transformations of the State’.
